Abu Dhabi Expands AI Training Across Government Workforce as It Targets AI-Native Government by 2027

By Thasmiya

Abu Dhabi is accelerating one of the region’s largest government artificial intelligence transformations, equipping thousands of public-sector employees with AI skills and tools designed to improve productivity, decision-making and public services.

The emirate’s Department of Government Enablement (DGE) says **more than 20,000 Abu Dhabi Government employees have already been trained in digital and AI capabilities**. The initiative forms part of a much broader transformation aimed at making Abu Dhabi the **world’s first fully AI-native government by 2027**.

The programme goes beyond teaching employees how to use basic AI tools. Abu Dhabi is integrating artificial intelligence into everyday government operations, introducing AI-powered productivity platforms and developing hundreds of practical AI applications.

## **More Than 20,000 Government Employees Already Trained**

DGE currently reports that more than **20,000 government employees have received digital and AI capability training**.

The scale of the programme has continued to grow. By the end of 2025, DGE reported that **95% of Abu Dhabi public-sector employees had completed AI training**, creating what the department described as one of the world’s most AI-literate government workforces.

Training focuses not only on technical capabilities but also on responsible and ethical use of artificial intelligence.

## **Why Abu Dhabi Is Training Government Employees in AI**

The objective is to make AI part of everyday government work rather than treating it as a specialised technology used only by IT departments.

Employees are being prepared to use AI to support administrative work, analyse information, improve decision-making, automate repetitive processes and deliver government services more efficiently.

The approach also aims to give government employees the skills needed to work alongside increasingly capable AI systems while maintaining human oversight.

## **Microsoft Copilot Rolled Out Across Abu Dhabi Government**

Training is being accompanied by a major expansion of AI productivity tools.

In July 2026, Abu Dhabi Government announced that Microsoft 365 Copilot had been deployed to an additional **26,000 civil servants across 27 government entities**.

Combined with 9,000 existing licences, the rollout brought the total number of government employees equipped with Microsoft 365 Copilot to **35,000**.

The programme embeds generative AI directly into tools employees already use for everyday government work.

AI training and certification are being provided alongside the rollout to help staff use the technology securely and responsibly.

## **Government AI Processing Will Stay Within the UAE**

Data security is a major part of the programme.

According to DGE, Microsoft 365 Copilot licences deployed under the initiative use Advanced Data Residency, with AI processing taking place within UAE borders.

This supports Abu Dhabi’s wider strategy of developing sovereign digital infrastructure while expanding government use of artificial intelligence.

## **More Than 200 Government AI Uses Planned**

The transformation extends well beyond productivity software.

Under the Abu Dhabi Government Digital Strategy 2025–2027, DGE has identified a pipeline of **more than 200 AI use cases** for deployment across government.

More than 100 were already in use by February 2026.

AI is being explored across areas including procurement, human resources, government administration and service delivery.

## **Employees Can Build AI Solutions Without Coding**

Abu Dhabi is also making AI development accessible to employees who are not programmers.

An **AI-in-a-box** initiative announced with UnifyApps enables government employees to design and deploy AI applications without requiring coding expertise.

The platform was designed for rollout across Abu Dhabi Government entities, with the broader initiative intended to empower as many as **50,000 government employees** to create AI-powered solutions.

This could allow employees who understand specific government processes to develop solutions for their own departments rather than relying entirely on specialised development teams.

## **AI Training Is Part of a AED 13 Billion Digital Strategy**

The workforce programme forms part of the **Abu Dhabi Government Digital Strategy 2025–2027**.

The emirate is investing **AED 13 billion** in the strategy, which aims to digitise and automate 100% of government processes and achieve full adoption of sovereign cloud computing for government operations.

The strategy also includes a unified digital enterprise resource planning platform and the expansion of AI-powered government services.

## **Abu Dhabi Wants to Become AI-Native by 2027**

The ultimate objective is not simply to add AI features to existing services.

Abu Dhabi wants artificial intelligence embedded throughout the way government entities operate.

This includes employees using AI in their daily work, government departments developing AI applications, processes being redesigned around intelligent automation and public services becoming faster and increasingly proactive.

Chief Digital and AI Officers have also been appointed across Abu Dhabi Government entities to oversee adoption, governance and innovation.

## **What Could This Mean for Abu Dhabi Residents?**

Residents may not directly see much of the technology operating behind government systems, but they could experience its effects through services.

AI-assisted government operations are intended to reduce processing times, automate repetitive administrative work and help employees make faster decisions.

The Microsoft partnership, for example, says faster AI-assisted government decision-making is expected to translate into quicker and more responsive services for citizens, residents and businesses.

## **Is This the Same as the UAE’s 80,000-Employee AI Programme?**

No.

Abu Dhabi’s initiatives should not be confused with a separate **federal UAE Government programme announced in May 2026**.

That nationwide initiative aims to train **80,000 federal government employees in Agentic AI**, covering leadership, technical specialists, general employees and trainers.

Abu Dhabi’s programme specifically forms part of the emirate’s own government digital transformation strategy.

## **Why This Matters**

Abu Dhabi’s AI push is increasingly moving from experimentation to everyday government use.

More than 20,000 employees have already received digital and AI capability training, 35,000 government workers are being equipped with Microsoft 365 Copilot, and hundreds of AI applications are being developed or deployed across government.

Rather than simply replacing existing processes with digital versions, Abu Dhabi’s goal is to redesign government around artificial intelligence while keeping security, responsible use and human oversight at the centre.

If the strategy succeeds, residents could increasingly interact with government services that are faster, more personalised and capable of anticipating their needs as Abu Dhabi works towards becoming an AI-native government by 2027.
