Senior Citizen Benefits in the UAE: Discounts, Healthcare, Transport and Support Services Explained

The UAE provides a range of privileges for older people, including healthcare support, priority services, transport concessions, social programmes and discounts.
However, the benefits are not identical for everyone. Some programmes are reserved for **UAE citizens**, while others are available to both **citizens and expatriate residents**. Eligibility also varies by emirate, age, income, health condition and the type of card or programme used.
In most federal programmes, a Senior Emirati is generally someone aged **60 or above**. Some local schemes use different age limits—for example, Abu Dhabi’s senior public-bus permit is available to residents and citizens aged **55 or above**.
## Healthcare and home-care support
Senior Emiratis can access programmes connected to healthcare, rehabilitation, home care and preventive support under the UAE’s National Policy for Senior Emiratis.
The policy focuses on healthcare, active community participation, accessible infrastructure, financial stability, safety and quality of life. It also provides for special health-insurance support and services designed around the needs of older citizens.
In Dubai, the Dubai Health Authority has introduced home-care support under the **Enaya** programme for senior citizens, aimed at providing more comprehensive healthcare services at home.
Sharjah also provides home-care packages covering health, social and psychological support for eligible citizens aged 60 and above who need assistance at home.
Expatriate residents generally depend on their private or employer-provided health-insurance coverage. Senior-specific treatment, home nursing or rehabilitation may be covered only if included in the person’s insurance plan.
## Public transport discounts in Dubai
Dubai’s personalised nol card offers concessionary fares to several categories.
UAE-national senior citizens and eligible residents can receive **50% off Dubai Metro and bus fares** using the appropriate personalised nol card. Eligibility and document requirements should be checked with RTA before applying.
## Free bus travel for seniors in Abu Dhabi
Abu Dhabi offers one of the clearest resident-inclusive senior transport benefits.
Citizens and residents aged **55 or above** can apply for a free annual Senior Permit linked to a personalised Hafilat card. It provides unlimited free travel on city and suburban buses in Abu Dhabi, Al Ain and Al Dhafra. Intercity services are not included.
Abu Dhabi Mobility also lists a **50% taxi-fare discount** for eligible elderly passengers through the relevant discount-card process.
## Barkitna Card benefits in Abu Dhabi
The **Barkitna Card** is available to registered senior Emiratis and residents aged 60 and above in Abu Dhabi.
The electronic card brings together services and facilities offered by government and semi-government entities. It also includes selected Fazaa benefits and private-sector discounts for eligible cardholders.
The exact discounts can change depending on participating organisations, so cardholders should check the current offers through TAMM or the Family Development Foundation.
## Thukher Card benefits in Dubai
Dubai’s **Thukher Card** is mainly intended for citizens of Dubai aged 60 and above.
It provides access to discounts, selected free services, priority treatment at participating entities and social-care programmes.
Thukher cardholders can also receive discounts on selected DEWA service charges. DEWA currently lists a **50% discount** on fees for electricity and water activation, transfer, deactivation and certain meter inspections.
Dubai’s Community Development Authority also runs Thukher clubs, home-care services and caregiver-support programmes for eligible senior citizens.
These specific Thukher privileges should not be assumed to apply automatically to expatriate residents.
## Priority government services
Senior citizens and older residents may receive priority service at government customer centres, healthcare facilities and participating service providers.
For example, DEWA provides priority support to senior citizens and residents through its Customer Happiness Centres and customer-care channels. Staff can also assist older customers in using digital services.
Priority arrangements vary between authorities, so residents should ask whether a dedicated senior queue, home service or assisted digital service is available.
## Social assistance and financial support
The UAE’s social-welfare system includes support for elderly people, but direct federal financial assistance and pensions are mainly linked to UAE citizenship and eligibility rules.
Senior Emiratis may qualify for social assistance, pensions, housing support or other financial programmes depending on their employment history, income and family circumstances.
Expatriate residents do not generally receive the same government pension benefits. Their retirement income normally comes from employment gratuity, personal savings, insurance or private pension arrangements.
## Darb toll exemptions in Abu Dhabi
Eligible senior citizens and retired citizens can apply to exempt one vehicle from Abu Dhabi’s Darb toll charges.
The exemption is not an automatic general benefit for every older resident. It is granted under approved eligibility categories and application requirements.
## Clubs, activities and community programmes
Several emirates provide social, cultural, wellness and recreational activities for older citizens.
Dubai operates Thukher social clubs, while Sharjah runs Al Asala clubs and senior-services programmes offering health education, social activities, cultural programmes, exercise and community engagement.

## Retirement residency for expatriates
Older expatriates who want to remain in the UAE may be eligible for a renewable **five-year retirement residence visa**.
Applicants must generally be at least 55 years old, have worked for at least 15 years and meet specified income, savings or property conditions. Dubai has its own minimum-income requirement within the retirement-visa rules.
This is a residency option rather than a discount or welfare benefit.
## The most important difference to understand
UAE citizens usually have access to the broadest range of benefits, including government pensions, social assistance, citizen health programmes, local senior cards and selected housing or financial support.
Expatriate residents may still qualify for useful privileges, particularly in Abu Dhabi, including the Barkitna Card, free senior bus permit and certain transport or private-sector discounts. However, many citizen-only programmes do not automatically extend to residents.
Residents should check the rules in the emirate where their visa and home are registered before applying.

Dubai residents can check the Community Development Authority, RTA, Dubai Health Authority and DEWA platforms.
Abu Dhabi residents can use TAMM, Abu Dhabi Mobility and the Family Development Foundation’s Barkitna services.

Applicants will normally need an Emirates ID, proof of age and—in some cases—proof of residence, citizenship, income or medical need.
## Why this matters
The UAE offers meaningful support to help older people remain healthy, mobile, independent and connected.
But “senior citizen benefits” are not one universal package. The exact privileges depend on whether the applicant is a UAE citizen or resident, which emirate they live in, their age and the programme’s eligibility conditions.
