UAE Alcohol Licence Guide: Who Needs One and How to Apply in 2026

By Steve
Alcohol rules in the UAE can be confusing because the requirements are **not identical across every emirate**.
The biggest point to understand in 2026 is that a personal alcohol licence is still relevant when **buying alcohol from retail stores in Dubai**, while drinking at a licensed Dubai hotel, bar or restaurant does not require an individual licence. Abu Dhabi, meanwhile, abolished its personal alcohol-licence requirement several years ago.
Here is what UAE residents and tourists need to know before buying or consuming alcohol.
## **Who needs an alcohol licence in Dubai?**
If you are **21 or older and want to purchase alcohol from a licensed retail store in Dubai**, you need a valid Dubai alcohol licence.
This applies to both UAE residents and tourists. Current retailer guidance confirms that the licence is required for retail purchases, including eligible online orders and home delivery.
For UAE residents, the main requirement is a **valid Emirates ID**.
For tourists, a **valid passport** can be used to register for a temporary licence.
## **Do you need a licence to drink at a Dubai restaurant or bar?**
No personal alcohol licence is required simply to order a drink at a properly licensed hotel, restaurant, bar or club in Dubai.
You must, however, be **at least 21 years old**, and alcohol must be served by an establishment authorised to do so.
Visit Dubai’s 2026 city guide confirms that adults aged 21 and above can consume alcohol at licensed hotels, restaurants and establishments in Dubai.
## **Is the Dubai alcohol licence free?**
Yes.
Applying for a personal Dubai alcohol licence is currently **free of charge**. The previous annual licence fee was removed in 2023, and current 2026 guidance from both major licensed retailers continues to state that the application is free.
That means eligible residents do not need to pay an application fee simply to obtain the personal licence.
## **How to apply for a Dubai alcohol licence online**
The process can be completed through **LicenseDXB**.
Start by opening the LicenseDXB platform or mobile app and selecting the option to register for an individual licence.
Residents enter their [Emirates ID](https://www.whatmatters.ae/post/apply-emirates-id-yourself-uae-step-step-guide) details, while tourists use their passport information.
You will then provide basic personal information such as your name, mobile number and email address and select a participating licensed retailer.
Complete the OTP verification process and submit the registration.
Current retailer guidance says the digital process can be completed within minutes and, once the licence is activated, customers can begin making eligible purchases.

## **Can you apply in person instead?**
Yes.
Residents aged 21 or above can also visit participating licensed retailers such as African + Eastern with their original Emirates ID.
Tourists can apply using their original passport.
African + Eastern states that customers can purchase once the licence has been approved, while a physical card, where applicable, may be prepared later.

## **How long is the Dubai alcohol licence valid?**
For residents, the personal alcohol licence is generally valid for **one year**.
Tourist licences are generally issued for **30 days**, with renewal options where the visitor’s stay is extended.
Residents should therefore check their expiry date and renew their licence before it lapses if they intend to continue making retail purchases.
Renewal is also currently free.
## **What about Abu Dhabi?**
The rules are different in Abu Dhabi.
Abu Dhabi abolished its individual alcohol-licence system in 2020. Residents and tourists therefore do **not need a personal alcohol licence** to purchase alcohol from authorised retailers in the emirate.
Customers must still be **21 or older**, purchases must be for personal use, and alcohol should be consumed in a private residence or licensed premises.
Experience Abu Dhabi’s current visitor guidance also states that customers must be over 21 to purchase or consume alcohol and that purchases are for personal use.
## **What about the other UAE emirates?**
This is where it is important not to assume that Dubai’s rules apply nationwide.
Alcohol regulation involves both federal law and **emirate-level rules**, so retail availability and licensing arrangements can differ depending on where you are.
Ras Al Khaimah, for example, separately regulates the wholesale and retail sale and provision of alcoholic beverages through the Ras Al Khaimah Tourism Development Authority.
Anyone purchasing outside Dubai or Abu Dhabi should therefore check the current rules with the emirate’s authority or the authorised retailer before buying.
## **Can tourists buy alcohol in Dubai?**
Yes, provided they meet the requirements.
Tourists aged **21 or above** can register using their passport rather than an Emirates ID.
The temporary tourist licence generally lasts for 30 days and can potentially be renewed if the visitor remains in Dubai longer.
This allows eligible visitors to make purchases from participating licensed retailers rather than limiting them to drinks served at hotels and restaurants.
## **Can you order alcohol for home delivery?**
In Dubai, licensed retailers offer online ordering and delivery to eligible customers.
A valid alcohol licence is required for applicable retail transactions, and identification or licence verification can be required when the order is delivered.
Ordering through an authorised retailer is important. Alcohol should not be purchased from unlicensed sellers or unofficial social-media accounts.
## **Can you drink alcohol at home?**
Alcohol purchased legally can be consumed in a private residence, subject to the applicable rules.
What you should not do is treat having a licence as permission to drink anywhere.
Public consumption remains restricted, and alcohol should be consumed only in permitted private or licensed settings.
## **[Drinking and driving](https://www.whatmatters.ae/post/uae-traffic-law-tough-penalties-for-drunk-driving-and-drug-impaired-driving): the rule you cannot ignore**
Having an alcohol licence does **not** give anyone permission to drive after drinking.
Dubai’s alcohol-licensing guidance emphasises the UAE’s strict approach to drink-driving. If you have consumed alcohol, use a taxi, public transport or another safe transport option instead of driving.
## **Quick guide for UAE residents**
**Buying alcohol from a licensed Dubai retailer:** Get a Dubai alcohol licence.
**Ordering alcohol through an authorised Dubai retail delivery service:** A valid licence is required for applicable purchases.
**Drinking at a licensed Dubai restaurant, hotel or bar:** You do not need a personal alcohol licence, but you must be at least 21.
**Living in Abu Dhabi:** A personal alcohol licence is no longer required, but age, purchase and consumption restrictions still apply.
**Visiting Dubai as a tourist:** Tourists aged 21+ can register using their passport.
**Travelling to another emirate:** Check that emirate’s rules rather than assuming Dubai or Abu Dhabi regulations apply.
## **Why this matters**
The phrase “UAE alcohol licence” can be misleading because there is **no single personal licensing rule that works identically across all seven emirates**.
For Dubai residents, the process is now relatively straightforward: eligible adults can register digitally using an Emirates ID, and the personal licence is currently free.
Tourists can also register using their passport.
But obtaining a licence does not override rules covering public consumption, age restrictions or drink-driving. The safest approach is to purchase only from authorised retailers, consume alcohol only in permitted places and check the local rules whenever travelling between emirates.
